SoonerSafe rebate: not open in 2026
Oklahoma Emergency Management's SoonerSafe page says "The 2026 Rebate Program is not open at this time" (Oklahoma Emergency Management SoonerSafe page). We checked on Nov 2, 2026.
The same page lists Rogers County among counties that got priority in an earlier round. Don't plan a purchase around a rebate until the state opens registration again.
The rebate cap is $3,000 now, so check the date on older pages
Several Tulsa-area pages still say SoonerSafe pays "up to $2,000". That was true through 2023. OEM's current rules state: "A maximum rebate of $3,000* is available per home, not to exceed 75 percent of the actual cost of the safe room. (*Note: this amount increased for 2024. The maximum rebate amount in 2023 and prior years was $2,000)." (OEM SoonerSafe rules)
Pages we found still showing $2,000 on Nov 2, 2026: the Tulsa Planning Office storm shelter toolkit (last modified July 2020) and ShelterCompare's Tulsa page (dated Jan 2026). Check the date on any source before you plan around a number.
Facts verified Nov 2, 2026.
How much is the SoonerSafe rebate in 2026?
Up to $3,000 per home, never more than 75% of the shelter's cost (OEM rules). The 2026 round is not open.
Rebate rules when a round is open
- Don't install first. OEM says a safe room installed, or being installed, before you are notified that you were selected is not eligible for the rebate (OEM SoonerSafe rules and regulations, checked Nov 2, 2026).
- Maximum rebate: $3,000 per home, not more than 75 percent of the actual cost of the safe room (same source).
What happened in recent rounds
- 2025: the state gave priority to residents hit by the 2024 disaster declarations in 26 counties (Oklahoma Emergency Management SoonerSafe page). Around Tulsa, that list includes Rogers, Osage, Mayes, Muskogee, Okmulgee and Washington counties. Tulsa, Wagoner and Creek counties are not on it. Any money left after those counties goes to a random drawing for applicants from other counties (same source).
- 2024: registration is closed. Registrations sent before Oct 31, 2023 went into a random selection for the 2024 rebates, and winners are told by email from [email protected], sometimes with a follow-up call (same source).
If you already registered
The old SoonerSafe portal has been phased out, so it no longer shows status updates starting with the 2024 cycle. Watch your email, including spam, for messages from [email protected] (same source).
Why the state cares about registration
The same page links FEMA's study of shelters in the May 20, 2013 Moore EF5 tornado, which killed 24 people. Its recommendations include more public awareness of safe room registration and enforcing standards for doors and flood risk (same source). Whether or not a rebate opens, you can register a shelter with your city now; see permits and registration.
What to do in the meantime
If you need a shelter before next spring, price it without a rebate (costs) and plan around the Tulsa storm season checklist.
