About the Tulsa Metro Storm Shelter Guide
Who runs this site: JJ Prachyl, under the name Sooner Services. Sooner Services is an independent referral service, not a contractor and not an installer. It does not do the work; it passes quote requests to local companies that do.
JJ runs this site as an independent guide for households around Tulsa that are thinking about a garage shelter, an in-ground unit or a safe room. It is not an installer, manufacturer, engineer or emergency management office. There is no office, no crew and no showroom; nobody from this site will measure a garage or pour concrete.
Who's behind this
Sooner Services is run by JJ Prachyl, who lives in Oklahoma City. I'm not a contractor and I don't sell your info to a list. I build plain, honest guides that help Oklahoma homeowners understand a job before they call, and then I pass their requests to one good local installer. I started this because finding a trustworthy tradesperson here is harder than it should be, and the good local shops often don't have time for the internet.
When you send a request, I read it myself, check that it looks like a real job in the area, and pass it to one local company. Companies pay for the requests they get (I invoice them monthly), and fake or out-of-area requests are free to them, so I have no reason to pad the numbers. You can email me any time at [email protected].
Why it exists
Every city here runs its own shelter permit and its own registry. Tulsa wants stamped plans, Jenks and Bixby list which types need permits, and Coweta sends you to Wagoner County. Prices sit on installer websites, and the state rebate opens and closes. This guide collects those pieces, with links, for ten cities in the metro.
Where the facts come from
- Permits and registries: each city's official page, such as Tulsa's registry (City of Tulsa Storm Shelter Registration).
- Standards: FEMA P-320 (FEMA P-320 (2025)) and FEMA's safe room pages (FEMA Safe Rooms).
- Storm history: NWS and NOAA data (NWS Norman, Oklahoma tornadoes by county, 1950-2025, SPC severe weather climatology for the Tulsa (INX) radar area, 1980-2006).
- Rebates: Oklahoma Emergency Management's SoonerSafe page (Oklahoma Emergency Management SoonerSafe page).
- Prices: published installer and comparison sites, each labeled.
Every fact is linked and dated. If a rule is out of date, email [email protected] and we will fix it.
How the quote form works and who pays
When you send the form, JJ reads it and passes it to one or more shelter installers that cover your city. They contact you, look at the site and quote it; you decide whether to buy anything. Installers that receive requests may pay this site for them. They cannot pay to change a price, rule or source here, and the site runs no ads.
